On a building open to the public, the fire safety system (SSI) forgives nothing: one poorly justified function means a postponed inspection, a delayed opening and a client held hostage. AKSEL took charge of the file and carried it through to the acceptance tests — without asking for a single special favour.

The problem: a hall that disappears, a fire safety system that no longer fits

In the Hauts-de-Seine, west of Paris, a non-profit nursery is growing from the inside: two new floors fill its full-height entrance hall. On paper, more space for the children. On site, a smoke-extraction system that no longer protects any volume, and a fire safety system that has to be rethought from top to bottom.

The classic trap? Ask the safety commission for a waiver, wait, negotiate compensatory measures. Weeks lost. Costs out of control.

You don’t negotiate what you can demonstrate. You prove it with the regulations.

The AKSEL answer: demonstrate, don’t beg

The smoke-extracted volume no longer exists: technical instruction no. 263 no longer applies, and removing the system is based directly on the fire safety regulations for nurseries (type R, article R 19 § 2). The same rigour on every function: emergency exits without electric locking, technical shutdown removed because the heat pump does not serve the nursery. Every decision is backed by a regulation. None is left to opinion.

Mezzanine finally kept as it is, first-floor office to be fitted out later: the site changes, the file follows — in real time, and always in writing. And when the building is no longer required to have a fire safety system, the association chooses to keep it: AKSEL treats it with the same rigour as a mandatory system.

The proof: tests, zone by zone

Contractors’ self-checks, reconfiguration of the control unit, zone-by-zone acceptance tests according to annex A of standard NF S 61-932, up-to-date fire safety system identity file. The file is ready for the safety commission. No unpleasant surprises.

Building owners, remember this

  • A fire safety coordinator appointed late costs more than one appointed early.
  • « Not applicable » is demonstrated, a « waiver » is negotiated: choose the fast track.
  • A verbal decision does not exist on inspection day.
  • Acceptance is prepared at the design stage: the specification becomes the test plan.
